The Programme
The AnserX Programme is the first complete civilian framework for permanent human settlement of the Moon, Mars, and Venus — three self-governing Republics, 100 colonists, by 2060. $240 billion over ten years. 0.05% of Western-alliance annual GDP. The intellectual property is filed and patented.
The Treaty
The Interplanetary Expansion Treaty provides the governance architecture: binding rules for peaceful use, equitable resource access, and the constitutional independence of off-world Republics. An evolution of the Artemis Accords — made universal and made binding, open to every nation.
The Foundation
The Interplanetary Citizens Foundation (ICF) is a registered Public Charitable Trust, Mangaluru, India. Its mission: to build and represent the global citizen constituency for interplanetary expansion, and to support the programme's educational and humanitarian objectives.

The window is measured
in years, not decades.

China has a permanent orbital station and a declared lunar base programme. Russia retains deep-space propulsion expertise and treaty leverage. The Artemis Accords are a US-led framework — neither universal nor binding. The Moon is ungoverned. Mars is ungoverned. Venus is ungoverned.

The nation — or coalition — that defines the rules of the solar system now will shape the next five centuries of human civilisation. That window is open today. We are calling on the governments of the world to act.

The Parties, recognising the civilisational opportunity and shared responsibility of expanding humanity into the solar system, and determined to prevent a zero-sum race for dominance, adopt this Treaty to ensure that all interplanetary expansion remains peaceful, civilian-led, and governed by the rule of law.
Article 01
Purpose
To establish a binding framework for the peaceful, civilian-led, non-exclusive expansion of humanity into the solar system, guided by equity, sustainability, shared benefit, and the right of humanity to govern itself on other worlds.
Article 02
Peaceful Use
All interplanetary activities shall be for peaceful purposes only. No weapons of mass destruction or conventional offensive weapons in interplanetary space or on celestial bodies.
Article 03
Artemis Principles
Parties adopt as binding obligations the core Artemis Accords principles: transparency, interoperability, emergency assistance, safety zones, deconfliction, and equitable resource extraction rights.
Article 04
No Unilateral Dominance
No Party shall claim exclusive sovereignty over any celestial body or act to obstruct the access of others to interplanetary resources or infrastructure.
Article 05
Intellectual Property
Parties shall respect registered intellectual property. No expropriation or reverse engineering of space technologies without consent and fair compensation.
Article 06
Resource Commons
Resources beyond Earth are a common heritage of humanity. No exclusive ownership by virtue of presence or discovery. Access governed by JIGC protocols.
Article 07
Off-World Republics
The Moon Republic, the Mars Republic, and the Venus Republic are established as sovereign self-governing entities. Each achieves full independence upon twelve months of demonstrated self-sufficiency. No founding nation may claim territorial or economic sovereignty over any Republic.
Article 08
Joint Interplanetary Governance Council
A JIGC is established with equal representation from all founding Parties. It oversees mission plans, safety standards, resource access, technology sharing, Republic constitutions, and dispute resolution.
Article 09
Transparency
Ninety days advance notice for major missions. Annual reports to the JIGC. Periodic joint inspections by mutual arrangement.
Article 10
Non-Interference
Interplanetary infrastructure is critical global infrastructure. No Party shall threaten or destroy the space assets of any other Party or nation.
Article 11
Enforcement
The JIGC Compliance Committee may censure, suspend voting rights, restrict infrastructure access, or refer violations to the UN Security Council. No military enforcement.
Article 12
Open Door
Any space-faring nation may accede. The Russian Federation and the People's Republic of China are formally and permanently invited to join. This invitation is unconditional.

Entry into force upon ratification by the United States of America and the Republic of India.
To be deposited with the Secretary-General of the United Nations.
